Las Colinas Stage 3 Water Restrictions
The City of Irving has implemented Stage 3 water restrictions as part of the city's drought contingency plan. The new restrictions, which became effective Jan. 1, permit Irving water customers to irrigate once per week on designated days according to the street number address. Read the restrictions here.
Residents or businesses observed violating the Stage 3 irrigation restrictions are subject to a warning from the City's Code Enforcement or Water Utilities. After the initial warning, offenders will receive a fine of up to $2,000. Cooperation with the restrictions will help ensure water is available for domestic use, sanitation and fire protection. Las Colinas Security wants to make sure that everyone knows that VoIP (Voice over Internet Protocol) is not a viable means in which to transmit alarm signals and that the Association does offer alternative methods of monitoring signal transmissions other than through a normal "land-line" telephone service.

Director and Officer Bios

Steven M. Katzman, M.D. was elected to the Las Colinas Association Board of Directors in 2007 and is vice chairman of the organization.

Dr. Katzman has practiced gastroenterology in Irving/Las Colinas and Dallas for approximately 19 years and is on staff at Las Colinas Medical Center and Baylor Medical Center of Irving, where he formerly served as president of the medical staff for two years. He is also president of Tuscany Management, LLC, the general partner of Tuscany Professional Building, L.P., owner of the Tuscan Professional Building located in Las Colinas. As such, he was the manager and primary owner's representative involved in the development of the Tuscan Professional Building and its ownership structure.
