Las Colinas Stage 3 Water Restrictions
The City of Irving has implemented Stage 3 water restrictions as part of the city's drought contingency plan. The new restrictions, which became effective Jan. 1, permit Irving water customers to irrigate once per week on designated days according to the street number address. Read the restrictions here.
Residents or businesses observed violating the Stage 3 irrigation restrictions are subject to a warning from the City's Code Enforcement or Water Utilities. After the initial warning, offenders will receive a fine of up to $2,000. Cooperation with the restrictions will help ensure water is available for domestic use, sanitation and fire protection. Las Colinas Security wants to make sure that everyone knows that VoIP (Voice over Internet Protocol) is not a viable means in which to transmit alarm signals and that the Association does offer alternative methods of monitoring signal transmissions other than through a normal "land-line" telephone service.

Director and Officer Bios

Carl W. McKee was elected to the Las Colinas Association Board of Directors in 2004 and is vice chairman of the organization.

He is retired and lives in Country Club Place. Prior to his retirement, he was the president of Rainbow Play Systems of Texas for over 20 years. He is the chairman of the Association's Architectural Control Committee (ACC). Before his election to the Board, Mr. McKee actively participated on the ACC for six years, chairing the Residential Review Subcommittee for two years.

A former president of the Hackberry Creek Home Owners Association Board of Directors, he was also one of the neighborhood's first residents.
